Dear Ministry of Local Government,

I would like to ask for the following information under Law no 04/2013 of 08/02/2013 relating to access to information in Rwanda.

Mid-August, 2019 the President of the Republic ordered the postponement of thr signing of Imihigo (performance contracts) for the fiscal year 2019/20 in order to improve targets and include indicators related to improving housing and hygiene for citizens, as media reported then. The best performers for last year would also have be announced during the same event but this did not happen as well.

So, I would like to request an access to the documents containing the then Imihigo by all institutions. What were the targets contained in the performance contracts that were about to be signed? When will the updated Imihigo be signed? Would you also allow me the access to the files detailing how different institutions performed the last year's imihigo?
